We, delegates from Communist and Workers’ Parties, participants of this Seminar, wish success and extend our firm solidarity to the Worker’s Party of Korea and the Korean People in the important struggle of peace on the Korean peninsula, in Northeast Asia and the whole world”.

Niets is minder waar.

Conference of European Communist and Workers' Parties in Solidarity with Socialist Korea, Brussels, 5 May 2003

Resolution of support for the Democratic People's Republic of Korea
The European Communist and Workers' Parties gathered in Brussels this 5 May 2003 unequivocally condemn the provocations, threats and aggressive plans of the United States of G.W. Bush agaiinst the Democratic People's Republic of Korea. These aggressive US plans threaten world peace today very seriously. A war against Korea could extend to China : at the time of the Korean War of 1950-53 the Americans developed plans for using nuclear weapons against Chinese cities.
The victory of the counter-revolution in the former USSR has led US imperialism to reinforce its attempts to overthrow socialist governments, among which the Democratic People's Republic of Korea and Cuba are the first targets.
(....)
The independent and peaceful reunification of Korea is the deepest wish of the entire population, both in the North and the South of the country. We thus fully support it. The policy of reunification of the Korean fatherland, initiated by Comrade Kim Il Sung, carried on by comrade Kim Jong Il and put in practice with the historic North-South Summit of 15 June 2000, has proved to be completely correct and has brought its first successes. The United States, however, cannot tolerate a process which they do not control and have doubled their efforts to sabotage it. (...)
The so-called Korean nuclear crisis has been completely fabricated by the Bush administration, in an attempt to make the process of peaceful reunification fail, increase military tension in the peninsula and justify increasing its threats and preparations for war.
The DPRK does not threaten any state in any way. On the other hand, the United States of G.W. Bush publicly threatens to use atomic bombs against the DPRK, bomb its nuclear plant in Nyongbyong, and use every means of force at its disposal to eliminate the socialist government under the leadership of the Workers' Party of Korea.
The criminal aggression and occupation of Iraq by the United States prove that the DPRK is right to refuse any disarmament. Defending its independence is the undeniable right of any sovereign country, a right internationally recognised and included iin the UN Charter. Comrade Kim Jong Il's policy of giving priority to the army is thus a proof of great clearsightedness.
The present crisis concerns the relations between the United States and the DPRK. The latter is right to demand that a peaceful solution be reached through bilateral negotiations between the two states. The United States must first conclude a non-aggression pact with the DPRK, something it has refused to do since 1953. An armistice has been in force since the end of the Korean War, but the United States has always refused to conclude a peace treaty. We wholeheartedly support this step of the DPRK, the only one which can lead to complete denuclearisation of the Korean peninsula.
Socialist Korea, like the other countries which have embarked on the path to socialism, defends the ideals for which communists and anticapitalists throughout the world are fighting. We thus consider it to be our internationalist duty to defend socialist Korea in the face of the threat of a criminal imperialist attack.
The refusal of the DPRK to submit to American hegemonism is an encouragement for all the peoples of the world to resist US plans of domination.
We call on the popular masses and all peace-loving men and women of Europe and the whole world to show proof of their solidarity with the DPRK.
In order to prevent war and preserve peace, we demand that all European governments oppose US threats and provocations against the DPRK. In order to promote friendship and understanding among peoples, we ask all European governments to establish diplomatic and economic relations with the DPRK.5

United, communists will never be defeated!

Common action needed against the onslaughts of imperialism

From May 2-4, the sixth International Seminar for the unification of the International Communist Movement was held in Brussels, on the initiative of the Workers' Party of Belgium. The theme: the lasting significance of the road of the October Revolution. 79 parties and organizations attended the seminar, while some 50 others expressed their interest and solidarity.
Bert De Belder
Standing out at this year's seminar was the video-taped intervention by Comrade Hysni Milloshi, founder of the now proscribed Communist Party of Albania, as well as the presence of four Marxist-Leninist parties from the former Soviet Union: the Russian Communist Workers' Party, the All-Union Communist Party of Bolsheviks, Working Russia/the United Party of Soviet Communists -represented by Viktor Anpilov - and the Russian Workers' and Peasants' Party. The Cuban Communist Party was represented by Manuel Menéndez, Director of the theoretical journal Cuba Socialista.
Based on their current experience, the four Russian comrades stressed that the class struggle will not wait and that we should not only talk but above all act together. Thus the seminar went beyond theoretical discussions and proceeded to draft resolutions of solidarity with Cuba, the Communist Party of Albania and the Democratic People's Republic of Korea, which were then submitted to the participants for signing. In the aftermath of the seminar, two concrete support campaigns have been launched by Marxist-Leninist parties from several countries: one for the children who are threatened by flood-induced famine in the Democratic People's Republic of Korea, and one for material assistance to the Communist Party of Albania.

A revolutionary counter-offensive

Today the problem of the unification of the communist parties and organisations poses itself in a particular context. The complete restoration of capitalism in the Soviet Union and in Eastern Europe has finally and conclusively demonstrated that the road of revisionism, initiated by Krushchev, is the path promoted by the internal and international bourgeoisie. Their sole objective was to liquidate the dictatorship of the proletariat and the socialist system.
In the countries dominated by the three centres of imperialism, globalization and internationalization have resulted in intensified oppression and exploitation. The situation of the working class and the toiling masses in the formerly socialist countries and in the countries under domination has been deteriorating rapidly. The workers in the imperialist world itself have not been spared either. The capitalist forces of the entire world are waging a concerted offensive against the international working class.
The crisis of the world capitalist system pushes the popular masses to the Left. But the bourgeoisie uses social-democracy, revisionism and Trotskyism to confuse and mislead the people as well as certain anti-imperialist and anticapitalist forces. A concerted response by the Marxist-Leninists has become an urgent necessity.

Progress towards more unity

For four years, from 1992 to 1995, the participants in the International Communist Seminar have been discussing the road to follow in order to realize the unification of the International Communist Movement. These discussions have resulted in a set of proposals (see pages 14 and 15) based on the principles of Marxism-Leninism, proletarian internationalism and the struggle against revisionism. They contain ideological and political positions that together form a minimum common framework on the basis of which the process of unification of the world's communists can be initiated.
At this year's International Communist Seminar, there was a better understanding that parties who used to belong to tendencies that supported either Mao Zedong or Brezhnev, either Che Guevara or Enver Hoxha, can arrive at a higher level of unity using this approach. For example, the resolution to support the Communist Party of Albania has already been signed by 43 parties, several of whom used to be known as pro-Soviet Union, pro-China or pro-Cuba. As Comrade Milloshi remarked: "Cooperation in common actions will give birth to the only international force that can defend the interests of the revolution and of world socialism."

The language of proletarian internationalism

For communists, language should never be a barrier to communication and common action. That is why we exert efforts to have many of our and other communists' documents translated into several languages. For this important job we can currently count on collaborators in Canada, Spain, Great Britain, France and the Netherlands. But we need many more translators, editors and proof-readers. Translation work is mainly French-English, French-Spanish and Russian-French, but other languages or combinations may also prove useful. We have one very particular request: translators from Albanian!
Vielen Dank - Merci beaucoup - Muchas gracias - Muito obrigado - Maraming salamat!

All communist, revolutionary and democratic forces must commit themselves to the defence of the DPR of Korea and the Republic of Cuba, both directly threatened by US imperialism.
Preventing the aggression against the DPRK is essential to save world peace: if Korea were to be occupied, US hegemonism would start its war preparations against China.
(...) To defend Cuba is to defend the flame of independence, anti-imperialism and socialism, which Cuba represents for the whole Latin-American continent. (...)
Currently, our main task is to work for the unity of all communists, loyal to Marxism-Leninism and to proletarian internationalism, on the scale of each country and on an international scale.
Our second task is to establish the broadest possible alliance between the communist forces and all anti-war and anti-imperialist forces, in each country and internationally.
However confused and contradictory the antiglobalisation and anti-war movements may be, it is up to the communists to bring them the light of Marxism-Leninism, in an appropriate way.
Our third task is to reinforce and orient the large global united front against the number one enemy of the peoples, US imperialism.
All calculations for peace based on confidence in the action of imperialist governments are bound to fail.
The communists have to be at the vanguard to mobilise the popular masses against the main danger that is threatening them.
Today, all imperialist powers are arming themselves for foreign interventions. It is undeniable that European imperialism is exploiting the dominated countries and is militarily intervening for its neo-colonial interests. NATO remains the framework through which US hegemonism keeps its control over Europe. But European imperialism is not preparing for wars on a world scale against Russia or China. Only the United States disposes of a military budget for a world war,(...) Only the US is extending its military interventions on all continents, preparing wars of aggression in the whole world and ready to use nuclear weapons in the coming world war.(...) It is against this most menacing war offensive of the present moment that the main fight needs to be directed at the present stage.(...)
This situation gives certain possibilities to the forces fighting for peace to utilise these contradictions in the imperialist camp in order to place obstacles in the way of the advance to war. (...)
The war on Iraq has shown the divisions within the European Union. With the deepening of the crisis, the economic conflicts between US hegemonism and European imperialism will necessarily sharpen.
These conflicts may be used to strengthen and broaden the popular mobilisation against the main danger that is threatening the world: the global war policy of US hegemonism. This mobilisation will also allow for the awakening of the popular consciousness to the entirety of the problems posed by imperialism.
Revolutionaries concentrate their blows on the main enemy in order to defeat the strongest, most dangerous and most bellicose imperialism. That way, they do the maximum to seriously weaken the entire imperialist system.
It is stage upon stage that the communists of the entire world will advance with the undertaking started in 1848 by Karl Marx, until the victory of socialism in the whole world.6

Conclusion I made (elswhere) on this statement of Boudewijn Deckers:
Imperialism is limited to its military intervention part, so is fighting imperialism “almost only” a united front against imperialist war, not socialist revolution to tear down capitalism/imperialism. “strengthen and broaden the popular mobilisation against the main danger that is threatening the world: the global war policy of US hegemonism.
Struggle for socialism becomes “defending the existing socialist countries”...by which any analysis is made what socialism is in fact concretely... because that is not necessary because for the communists (as boudewijn deckers consider himself) struggle for socialism in their own country is not on the agenda.

Some arguments proving the dubious character of the “unity” in the International Communist Movement

This Seminar organised by the comrades of the Workers’ Party of Belgium – whom we would like to salute for the great progress achieved in the May 25 elections – in on the right track.

Thank you, comrades.10

I - Déclaration de Pyongyang, 15 avril 1992
