Jo Cottenier (WPB) answered the revolutionary proposals of the KKE with a promotion of REFORMISM

Where the KKE (see other article) perhaps hoped to get good discussions and ideological struggle and so to come to one unified revolutionary strategy in which the coming revolutionary struggle for change in Greece could be placed and where the struggle of the rest of the European workers could be defined (seeing the European workers as one and the Greek workers as a part of them... and the revolutionary change in Greece just as the begin and as a part of the revolutionary struggle of all European workers for the change of power in whole Europe.... the most parties did not went into discussion and just presented their views and programs of activities.
And so was placed beside the revolutionary ambition of the KKE (and not in any way in discussion with it) a promotion of a REFORMIST line.... as did Jo Cottenier of the WPB( PVDA/PTB). Although he started with a firm Marxist- and revolutionary SOUNDING “analysis”:
“With the concentration and centralization of capital at the European level, the European big bourgeoisie is fighting to build a European State. An imperialist State, better capable than the current patchwork of nations to defend the interests of capital on a world scale. The appearance, next to its old competitors, the USA and Japan, of the emerging countries, headed by China, has doubled the EU's fervour to save the Euro and the European construction. The mere fact that the old Europe has to beg for financial help from China is revealing for the new correlation of forces. The European Union is a competitive war machine against the peoples and for world domination. This imperialist character of the European construction is supported by all bourgeois parties -- which does not withhold several of them to play the card of nationalism to divide the working class and the masses.1

In fact you would now expect a discussion about what is to conceive as the actual state as instrument to impose the power of the actual capitalists: NOT anymore the “nation-state” (Belgium, Luxembourg, the Netherlands, Greece, and neither France or Germany....) but the EU as imperialist (capitalism in the stage of imperialism) state. This would be a critic on one point in the proposed strategy of the KKE: “disengagement out of the EU””: No mobilising and organising the EUROPEAN workers disregarding the nation-(member-)state to expropriate the monopoly-capitalists on EUROPEAN level and to install EUROPEAN public enterprises under control of that workers-organisation which took the power.
For the rest there could be an agreement on the other proposed strategical points of the KKE as there are:
-The intensity or the duration of the crisis from country to country do not determine the character of the crisis neither should they influence the strategy and the tactics of the communist party.(...)
-The crisis is being prolonged and deepening and that it will affect other countries as well
. Even if a country, for instance Greece, enters a phase of recovery, this recovery will be temporary, weak, with unbearable unemployment levels, with starvation salaries and wages, with barbaric labour relations that will bring us back at the end of 19th century. A new cycle of crisis will break out before this recovery consolidates. This is not valid only concerning Greece but also other countries. Realignments will take place in the alliances while we have to take into account a new round of local wars and we should not rule out a generalized imperialist war. (...)
-The alliance policy which we propose to the people is related to the formation of the people’s alliance which has a clear anti-monopoly orientation (which of course in essence is anti-capitalist as capitalism has developed into monopoly capitalism). In these conditions the people’s alliance organizes and coordinates the resistance, the struggle for survival, is directed in a line of rupture with the imperialist unions, the imperialist war, for the overthrow of capitalism, for working class people’s power.(...)
-To realize what kind of crisis we are experiencing, namely a crisis of the capitalist path of development and the assimilation in the EU, that is to say the importance of the struggle against the monopolies and their power.
-The organization of the workers in the workplaces, in the sectors, in the neighbourhoods.
- The strengthening and consolidation of the people’s alliance between the working class and the social forces which have an interest in fighting against the monopolies and capital regardless of the differences between them, with the enhanced participation of women and young people from the aforementioned strata. The movement must be directed towards the overthrow of the power of the monopolies.(...)
-There must be an intense ideological struggle against the dominant bourgeois, reformist and opportunist views. Without such a struggle at the ideological level it will be hard for the popular masses to be oriented towards both the struggle for relief measures and also for the cancellation and overthrow of worse measures.

But no, as a schooled and conscious “renegade” (similar to how Lenin called Kautsky...) Jo begins with strong, revolutionary and Marxist-sounding statements to come to the defense of a strategy of “propagating reforms to take as objectives in the class-struggle”. He says continually that is is “not the same strategy as the Party of the European Left, but what is the real difference, we will never know.....
“(W)e have to ask ourselves the question of which strategy for the communist parties. The communist parties are at the vanguard of the mobilization to defend the social achievements, the collective services and the purchasing power of the workers, those receiving social allowances and their families. Everywhere we put our finger on the deeper source of this crisis, the capitalist system, and we explain that the only way out of this barbarity is socialism. However, we are forced to observe that there are three different strategies – outside of the one proposed by the Party of the European Left – that co-exist among us regarding the attitude to adopt vis-à-vis the European Union, notably on the slogan of national sovereignty. There are those parties that defend a return or a strengthening of national sovereignty as an intermediate demand, in order to create better conditions for socialist revolution. There are those parties that reject national sovereignty as a slogan under capitalism but who conceive the revolution at a national level, as a way to leave the European Union and build another Europe. I want to clarify the third position, undoubtedly in the minority, which is ours.
I will tackle it using an example. Our party has been waging, for several years already, a campaign against austerity and budget cuts by propagating as a direct alternative a tax on fortunes that could yield 8 billion Euro, or 2% of Belgium's GDP. To stress that such a tax would only touch the 2% richest Belgians, we baptized it the 'millionaires' tax'. The campaign pops up every time anti-people measures are decided, in a way that the word 'millionaires' tax' has already become a concept in the national press. It was at the heart of the discussions among the masses and in the media when mister Bernard Arnault, the first fortune of France, demanded Belgian citizenship to evade taxes and plan for his heritage without the French State's interference. You should know that Belgium is considered by the OECD just like the Cayman Islands, because of its fiscal benefits for the capitalists and the wealthy.
The bourgeois parties often reply to us: yes, but over the past twenty years all other European countries have progressively liquidated a tax on fortunes. The only exception is France, and see what happens: all the wealthy French flee with their fortune. We have always responded to them: the only way to remedy this is to reintroduce such a tax everywhere in Europe, and it is for us, in Belgium, to set the example. So why not, and I address myself to the parties present here, why not launch such a campaign in the whole of Europe? You can count for yourself how much 2% of the GDP, now amassed in the coffers of the wealthy, could do to greatly diminish the suffering of the popular masses. Until now, there is even nothing in the Lisbon Treaty, the European constitution, that goes against imposing such a measure at a national level. But our party wants to go beyond that. Why not counterpose such a measure at a European level to the memoranda, the budgetary dictates, the privatization orders and the attacks on the pensions?3
Where everybody agree that a struggle, which begin spontaneously to safeguard certain achievements (“reforms”) which are made in history, has to be explained as correct and necessary but where during collaborating IN that struggle the discussion has to be done about "the only corrrect struggle to safeguard (and to expand) achievements in the interest of the working class is to abolish the system which is continually trying to increase the level of exploitation and so destroy every once achieved advantage in the interest of the workers and install the workers power". A good method is to concreticise this in a formulation of a “reform” but one that will touch the interests of the capitalists. And THAT the WPB is refusing to do! Misleading Jo Cottenier of the WPB is talking about “a campaign in the whole of Europe” ....while proposing a European tax on fortunes to take as objective in the struggle of the European workers!
So expanding one point of her program of reforms in Belgium to a point of a program of reforms in.....Europe.
Now is another point of her program( of reforms): decreasing the TVA on electricity-prices from 21% to 6%. What would the WPB now propose as point of struggle for the European workers in the case of energy and the increasing cost for energy (gas or electricity) which the workers have to pay?
In different countries of Europe the TVA on electricity-prices IS already 6%.... and even there much householdings have difficulties to pay the energy (gas, electricity) beside all other difficulties of payments (loans, housing, education, even for meals.....)
The only “reform” that you can propose as subject for the struggle of the European workers is: while the electricity-web is connecting all European countries to which all over Europe, private mutual competing enterprises are adding electricity TO that web for which a price had to been paid (disregarding if you have an income or not) and so surplus-value is won, the only solution is struggling for expropriation of ALL the energy-enterprises AND the whole electricity-web and the formation of ONE European public energy-enterprise under control of the European organisation of workers which did the struggle
It is the discussion about this realistic “reform” and about how the struggle has to be organised which will facilitate the discussion about the necessary OVERALL expropriation of capitalists and about which power has to be installed.
Jo Cottenier about the "difference" between his reformism and that of the Party of the European Left:
“Some may formulate objections.
Is it not the reformist way of the Party of the European Left to propose 'another Europe'? Let's be clear, comrades, we don't have any illusions that the European State in construction can be reformed. We don't believe in 'another Europe' under capitalism, not any more than that we believe in 'another Belgium' under capitalism. But we think that there is no qualitative difference between the bourgeois and imperialist character of the national State and the character of the European State under construction. Let's not forget that the construction of this European State can take place only thanks to and because of the political will of all bourgeois parties, social-democrats, nationalists and ecologists.
No, this is not the reformist road of a “democratic and social” capitalist European Union. But from a strategic point of view, we exclude that the socialist revolution will take place only in Belgium or in any other isolated country of the European continent. We think that socialist revolution will be made at the level of at least part of the continent. We think that socialist revolution will face an enemy that is organized at the level of the entire continent or of parts of the continent. We defend the point of view that we should orient ourselves towards this future and not go backwards towards the national sovereignty of the 19th century.
Is formulating demands toward the European Union not tantamount to accepting the EU as a reactionary State? No, it is not accepting it, but departing from the fact that it exists and that it will not really disappear without socialist revolution, without its replacement by a European federation of socialist countries. And even if there are breaches, they will not serve to return to the nation-states as they existed before the Rome Treaty. So why not get used to thinking and acting at the level of the continent, as the employers, the bourgeoisies,... and up to the Party of the European Left are doing? It is to our advantage to unify the objectives of the struggle against the European State under construction.
Any immediate demand can always go in two directions: either to conscienticize and organize the masses, to make them advance and to accompany them in the struggle, with the perspective of socialist revolution; or to sow illusions and try to mitigate the contradictions of capitalism. As on the national level, we do not believe that we should stop putting forward immediate demands – not just defensive ones but also offensive ones – just by fear of them leading to a reformist road.4
So an “immediate demand” for a “European tax on fortunes” will “sow illusions and try to mitigate the contradictions of capitalism”.and “lead the masses to a reformist road”.
Would “to unify the objectives of the struggle against the European State under construction" not be better done with taking as objective of struggle (AGAINST the privatisation policy of the "European state under construction") “the expropriation of all energy-monopolies (as all telecommunication-monopolies, all monopolies in the sector of personal and package-transport or postal deliverage,.....) and bringing them in ONE energy( transport, post, telecommunication-...) public enterprise under control of the organised workers who did the struggle, and dissolving all NOT democratically chosen nut INSTALLED European ruling-organisms”?
For the rest is Jo Cottenier as a (as Lenin would call him...!) “economist” just observing and commenting and in any case not leading any struggle : "We exclude that the socialist revolution will take place only in Belgium or in any other isolated country of the European continent. We think that socialist revolution will be made at the level of at least part of the continent."
So NO discussion about one EUROPEAN organisation of the working-class-vanguard ....only of one European party in the light of the coming 2014 European elections!
"Of course the privileged terrain and the responsibility of each communist party is to be found in its own country in the first place. That is where it has struck roots, that it knows the particularities and that it has the power to act and to organize the vanguard and the masses. But wouldn't we be farther yet in the development of our practical collaboration on a European level if we would have the conviction that the final battle will not only take place in our own country but on the level of at least part of the continent?(...)
We can ask ourselves if the international impact of the struggles and demonstrations in Greece, Portugal, Spain, Italy and France would not be much greater if the workers could unite on common European slogans.
Even if differences on the road and the tactics to be followed for socialist revolution will remain, we think that it would be beneficial for us to advance to more practical work together, to develop common campaigns, and, why
not, to already reflect about a common approach for the 2014 European elections.
These are some issues we wanted to submit to you.5
My remark to the point of the KKE “disengagement out of the EU”.
I think indeed that the revolution in EUROPE will BEGIN with a revolutionary change in Greece.( and will be a stimulation to the Portuguese, Spanish, and Italian workers to join immediately...) This has to be supported (for example in the way of strikes by all European workers on the moment that sanctions are imposed by European authorities, or the Troïka, on “the rebellious Greek”).
Or an military, economic and political intervention will be organised on Greece to keep Greece in the European Union in obedience, or Greece WILL be excluded out of the “Eurozone” or even the European Union in order to marginallise Greece (and keep Greece in “colonial-like” state). So “disengagement” as strategy is I think is not correct in order to MAINTAIN the unity of the European workers as one. AS it will happen it will be the European Union authority itself who will “disengage” Greece.
It is important that the whole European working-class sees the “Greek” revolution as a part of THEIR revolution. Because as the Greek will refuse from now on, any imposed increase of the level of exploitation by the imperialist state of Europe, the wanted increase shall be imposed faster on other parts of the European workers. For example in France,Germany, Belgium where the imposed increase of the level of exploitation was “still” “moderate”, will now be of the level of what they wanted impose on the Greek workers. Ideologically the workers could then also been placed AGAINST the “rebellious Greek”, because now they have to pay more! This has to be countered by a correct political education by the European organised van-guard of the working-class ( a European Communist Party?...)

Revolutionary ambition next to reformism and electoral ambition on the same European Communist Meeting

On 1 and 2 October this year (2012) the KKE organised a European Communist Meeting in Brussels for to find a unified point of view on the following subject: “Assimilation or rupture? The illusion of the pro-people management of capitalism and the struggle of the communists for the interests of the working class and popular strata, for the overthrow of capitalism, for socialism.
In her introductory speech the General Secretary of the CC of KKE A. Papariga highlighted to the European Communist Meeting the points about what the other present parties had to react or answer if they agree or disagree (italic-fat is done by me):

The issue of the character of the crisis is not merely a theoretical issue. It is clearly a practical issue because it determines the specialization of the political line of the communist parties in conditions of the crisis.
Therefore, any peculiarities in the manifestation, the intensity or the duration of the crisis from country to country do not determine the character of the crisis neither should they influence the strategy and the tactics of the communist party.

History has proven that when the capitalist states cannot manage the crisis and above all its consequences they also resort to the use of arms, that is the imperialist war, of course not in order to sell weapons, as several peaceniks and pacifists claim, but because at the specific juncture the use of weapons is more effective for the redistribution of the markets.
Crisis and imperialist war-imperialist peace are inextricably linked and this is how we should treat them.(...)
In addition, the prolonged capitalist crisis is showing something else which is very important for the strategy and the tactics of the communist parties. It shows that the bourgeois management policy has new difficulties, which it didn’t have in the previous periods, in managing the way-out from the crisis, entering into a new cycle of extended capitalist production, putting a brake on mass absolute and relative destitution, even making some maneuvers. (....)

The defense of the one or the other type of management is based on the interests of the bourgeoisie of each member state, the alliances it wants to form in the framework of competition. The workers’ and people’s movement must not take the side of the one or the other rival, it will lose everything.

In conclusion, we assess that
the crisis is being prolonged and deepening and that it will affect other countries as well. We openly pose to the people the need to struggle for the unilateral cancellation of the debt, i.e not to recognise it, because its recognition leads to negotiation which means new memoranda and measures. At the same time, we highlight the need for the people to struggle for the disengagement from the European Union. We explain the reasons why disengagement and cancellation of the debt entail the struggle for people’s power, with the socialization of the monopolies, planned development which will utilize the country’s existing growth potential, withdrawal from imperialist wars and the agreements of the imperialist peace, withdrawal from NATO, the struggle for mutually beneficial international economic relations. Today
the priority is for the people to prevent even more destruction and to have better prospects in the future. These prerequisites:
First: To realize what kind of crisis we are experiencing, namely a crisis of the capitalist path of development and the assimilation in the EU, that is to say the importance of the struggle against the monopolies and their power.
Secondly: The organization of the workers in the workplaces, in the sectors, in the neighbourhoods.

Thirdly: The strengthening and consolidation of the people’s alliance between the working class and the social forces which have an interest in fighting against the monopolies and capital regardless of the differences between them, with the enhanced participation of women and young people from the aforementioned strata.
The movement must be directed towards the overthrow of the power of the monopolies. (...)
We had losses in the elections, but we assess that the losses for the people would have been much greater and irreversible for a long period of time if the KKE had decided to support a government of bourgeois management and accept the assimilation of Greece in the EU and the power of the monopolies in the field of the economy. (...)

No government, no matter if it is called left, communist, even revolutionary, will respect its proclamations if the means of production and the wealth are in the hands of monopolies, if the people do not have the ownership and the state power in their hands.(...)

Objectively the conditions for the radical overthrow have matured even further as the monopolies have penetrated very deeply both into the economy and every other aspect of social life.

Of course the subjective factor, that is to say the labour movement, the strength of the CP is far behind, and we must move in the direction of strengthening them.

We must not abandon the struggle against imperialist war and imperialist peace in the name of the economic crisis.(...)...

(T)he course of developments at a national level is determined by the international and regional correlation of forces as well as by the dynamism and revolutionary line of the labour and communist movement. Every success in a country means an impact on other European developments, any sliding to compromise and retreat will place the movements of many countries in a difficult position.
(...)
(T)oday there must be an intense ideological struggle against the dominant bourgeois, reformist and opportunist views. Without such a struggle at the ideological level it will be hard for the popular masses to be oriented towards both the struggle for relief measures and also for the cancellation and overthrow of worse measures.
The struggles, even if they acquire a mass character, will not have the necessary level of organization and a well-aimed political orientation without the ideological confrontation within the movement.1
The KKE is a communist party with a elaborated concrete programme about her strategy to revolution and installation of socialism: see on her website “Programme of KKE and“Assessments and conclusions on socialist construction during the 20th century, focusing on the USSR. KKE’s perception on socialism.
This gives the possibility of discussion with the KKE on concrete points (on which one does not agree, or have some critic) It give also the material to the militants of the KKE to discuss with the workers about necessity of revolution, how the workers should organise themselves for this and how a new society will be build.....
I have already formulated my point of view about the just formal “unity” on the ICS – see my first mail to 50 (presumed) communist parties and the second mail - and I think that whatever were the objectives of the KKE, the result of the European Communist Meeting is not a unity in revolutionary strategy. A lot of parties did not answer the statements of the KKE, other leaved every development towards a revolutionary strategy. In fact a lot of them developed REFORMISM or a pure electoral strategy.....although formulated in Marxist-SOUNDING phraseology.
In a next article an analyse of some of the “contributions” (they are placed here on the website of the KKE)of participating (presumed communist) parties

PVDA-werking bepaald door VERKIEZINGEN: IMAGO dient om stemmen te lokken.

De PVDA-werking wordt bepaald door het ritme van de opeenvolgende VERKIEZINGEN. Heel de werking wordt afgestemd op “het IMAGO van de PVDA aanlokkelijk maken”..... om het doel-kiespubliek te verlokken er in laatste instantie op te STEMMEN.
“ PVDA-voorzitter Peter Mertens windt er geen doekjes om. Prioriteit nummer één voor de komende gemeenteraadsverkiezingen is een verkozene halen in Antwerpen, Luik en Brussel (Molenbeek). “Dat is belangrijk om drie redenen. Een: de grootsteden hebben dringend een andere stem nodig in hun gemeenteraad. Twee: zo kunnen we ook vandaag al een tegenkracht opbouwen naar de verkiezingen van 2014 toe, want dan wil Bart De Wever het land lam leggen. En tot slot hebben we die drie megafoons in de steden broodnodig in de komende periode van aanslepende eurocrisis en besparingen.” (...)
We komen in totaal op in 42 gemeenten en we willen overal vooruitgaan. (...maar) ...dat zijn locomotieven die de rest nadien ook mee kunnen vooruit trekken. (...)

Voor ons is de inzet om in heel dat debat meteen aanwezig te zijn en een straffe en sociale oppositie op de kaart te zetten. Dat is ten eerste belangrijk voor de steden en gemeenten zelf. Vanuit de oppositie kun je immers hard wegen op het beleid. (...)
Onze eerste bekommernis is dus niet bovenlokaal, maar wel degelijk om invloed te hebben op het stedelijk beleid.1
Prioriteit voor een reformistische partij is sinds het failliet van de 2e Internationale:
Genoeg stemmen om verkozenen te hebben......want de verkozen fractie kan “van binnen uit” de kapitalistische staat al is het maar een klein beetje - “wegen op het beleid” - omvormen.
“Dat gezegd zijnde, is het duidelijk dat de verkiezingen ook over nationale thema’s gaan. Als De Wever een plan heeft om in 2014 het land lam te leggen, dan moeten wij niet dan, maar wel nú klaar staan om vanaf het begin stokken in de wielen te steken. Dan moet onze positie nu sterk zijn, en geconsolideerd worden met een verkozene.2
Met andere woorden:
“We moeten een “links” (populistisch?) antwoord vinden op het “rechtse” populisme.”.
"Wat is de visie van de PVDA+ op de steden en gemeenten?
Peter Mertens. (....) Wij willen wijken en buurten die “integraal” zijn, dat betekent dat je er een sociaal weefsel hebt, dat ontmoeting brengt, dat zekerheid brengt, dat rust brengt, dat zorgt voor dienstverlening ook. Die idee staat lijnrecht tegenover een neoliberale visie die van de stad een supermarkt wil maken, waar de inwoner een klant is.(...)
Concreet betekent dat, bijvoorbeeld, dat wij voor buurtscholen zijn in de wijken, in plaats van mastodontscholen ver weg waar je je kinderen met de auto moet heen brengen. Dat betekent dat er ook goede buurtziekenhuizen zijn. Het kan toch niet zijn dat je in een stad meer dan een uur in de bus en in de tram moet zitten voor je eindelijk het ziekenhuis bereikt. Hetzelfde geldt voor een postkantoor, dat zou er in elke wijk moeten zijn. Zodat ouderen geen uur te voet moeten peddelen om hun pensioentje af te halen. Het betekent dat er opnieuw wijkagenten zijn, die wonen in de wijk en hun pappenheimers kennen, en die ervoor kunnen zorgen dat bepaalde conflicten niet escaleren.
Dat betekent ook dat er voldoende goede huisvesting is, waar mensen betaalbaar kunnen wonen. Je kunt dat niet oplossen met de private markt. Iedereen weet dat de huurprijzen en koopprijzen van de privé oververhit zijn, dat wil zeggen onbetaalbaar. Je moet durven investeren in sociale woningen. Het is toch niet normaal dat er in een stad als Antwerpen slechts 10% sociale woningen zijn, als je weet dat er in Amsterdam 50% zijn, of in Wenen zelfs 60%.
Dat is een publieke visie op een wijk, een wijk op mensenmaat. Maar daar heb je dus een sociaal weefsel van openbare dienstverlening voor nodig. En precies dat weefsel zijn de neoliberalen nu al jaren aan het afbouwen. Inleveren, inleveren, inleveren omdat het geld zo nodig naar de private banken en speculanten moet. Wel, niet bij ons. Wij hebben een unieke, coherente visie op de steden die vertrekt vanuit de noden van de inwoners, en niet vanuit het marktdenken.3
De verkiezingsstrategie, “door de wensen van mogelijke kiezers te formuleren als zijnde het “(verkiezing- =fundamenteel ) “programma'” dat men “zowel in oppositie, of in één of andere beleidscoalitie zeker zal blijven verwoorden”.... is dan ook gewoonweg (links?) populisme
"Iets waar ik de klassieken partijen nog niet over gehoord heb in hun verkiezingsretoriek, is de crisis. Ze reppen er met geen woord over.
Peter Mertens. Neen, in hun schijnoorlog rond de verkiezingen is het woord ‘crisis’ blijkbaar taboe. Dat is een zeer bizarre, geschifte situatie, want de crisis is nog lang niet gedaan, hè. (...)
De crisis is vooral niet welkom voor wie er de gevolgen van draagt. Echt, ga eens naar Spanje. Of naar Ierland, of Griekenland. Is dat het Europa dat we willen? Begin oktober wordt beslist over het lot van Griekenland, en ook Spanje is er zeer slecht aan toe. Hier gaf de regering meer dan 50 miljard euro staatswaarborg aan de Dexia Holding, en die holding staat er heel erg slecht voor. Als daar ook maar iets mee gebeurt, heeft dat enorme gevolgen voor alle steden en gemeenten. Daarover iets zeggen, dat is taboe.
Vergeet niet dat de helft van de Belgische steden en gemeenten vorig jaar in het rood geëindigd zijn, hè. Ze hebben dus schulden. Na de verkiezingen gaan alle steden besparen: duurdere vuilniszakken, meer taksen, afbouw van bibliotheken en zwembaden. Waarom is dat geen onderwerp bij deze verkiezingen? Bovendien zal men ook op federaal en gewestelijk niveau hard besparen. Dat zien we nu al. De Lijn moet besparen door de bankencrisis, en er zijn op 1 september alleen al in Antwerpen duizend busritten afgeschaft. Men moet de nachtbussen zelfs uitbesteden aan private brouwerijen. Op het onderwijs wordt bespaard terwijl er heel veel scholen te kort zijn, en de klassen zeker in het kleuteronderwijs en lager onderwijs te groot zijn. En minister Van den Bossche heeft de subsidies voor de renovatie van sociale woningen geblokkeerd, ook wegens de crisis. Dat terwijl er hier in Antwerpen een wachtlijst is van 22.000 mensen. De crisis heeft dus nu al gevolgen voor steden en gemeenten, en het is verdorie onze plicht er tijdens de campagne over te spreken, en zeker ook na 14 oktober.4
Door het te VERMELDEN van de crisis, lost men niet het probleem op van hoe het verkiezingsprogramma eventueel gerealiseerd kan worden. Integendeel geeft men al de reden aan waarom het grote kans maakt juist niet gerealiseerd te worden.
"De PVDA komt op in 42 gemeenten. Wat zijn de doelstelling buiten Antwerpen, Luik en Molenbeek?
Peter Mertens. We willen onze huidige 16 gemeente- en districtsraadsleden uiteraard opnieuw doen verkiezen. Dat is een doelstelling op zich. Daarnaast willen we ook in een aantal steden vooruitgaan. (...).
We zijn ook in alle centrumsteden aanwezig en ik denk dat we overal wel gaan vooruitgaan, maar daar een getal op plakken, doen we niet.(...)
Wat ik wil zeggen is dat we als groeiende partij geen stappen mogen overslaan. Toen ik mijn boek Hoe durven ze? begin dit jaar overal in het land ging voorstellen, merkte ik dat op heel wat plaatsen een dynamiek aan het groeien was. (...)En hoeveel procent we daar halen, dat is niet het voornaamste. Belangrijk is dat er zich een dynamiek ontwikkelt, dat er een ploeg gevormd wordt en dat er iets wakker wordt geschud. Vertaalt zich dat in een onverhoopt resultaat, des te beter. Ons perspectief is geen perspectief van twee of drie weken. Wij moeten vooruit denken, op langere termijn en een bruisende en solide organisatie opbouwen voor de tijden die gaan komen5
.....dus de werking van de PVDA (dus de werking van wat men zelf nog steeds bestempeld als zijnde een COMMUNISTISCHE partij) wordt volledig bepaald door de werking in verkiezingen (en in het licht van toekomstige verkiezingen) en de behaalde verkiezingsresultaten.... in feite zoals ALLE BURGERLIJKE partijen doen.

“Wat te doen bij de gemeenteraadsverkiezingen?” Een standpunt in 2006 nog doorgestuurd naar de PVDA .....

April 2005: een plaatselijk middenkader van de PVDA komt mij een briefje afgeven: ik wordt onmiddellijk uit de PVDA gezet.
Het was het eindpunt van een heel proces, waarover ik elders of anders nog wel eens een keer een boekje over zal opendoen....
In 2006 zond ik mijn standpunt nog eens door, nu over hoe ik dacht dat communisten zouden moeten meedoen aan de komende gemeenteraadsverkiezingen (die van 2006), ALS men had beslist om mee te doen.
De titel doet niet toevallig denken aan een boek van Lenin.....

Wat te doen”...bij de gemeenteraadsverkiezingen.
Veel partijen die zullen meedoen met de gemeenteraadsverkiezingen zijn plaatselijke afdelingen van reeds bestaande politieke formaties, die reeds verschillende keren hebben meegedaan aan verkiezingen en dat op verschillende niveaus. Sommige partijen vragen aan potentiële stemmentrekkers om mee op de lijst te staan, daarom niet als partijlid (en dus gebonden aan het partijprogramma), maar als “onafhankelijke”. Dit wil zeggen dat als je eventueel verkozen wordt, je in principe je eigen standpunten en strategie kan ontwikkelen in de gemeenteraad..
De meeste partijen of/en organisaties die opkomen bij de gemeenteraadsverkiezingen stellen hiervoor een specifiek gemeentelijk verkiezingsprogramma op. Hiermee roepen ze op om op personen op hun lijst te stemmen. Want deze mensen zouden dan programmapunten verdedigen in de gemeenteraad en zich houden aan de strategie die die partij en/of organisatie tijdens de verkiezingenspropagandaslag beweren te zullen ontwikkelen, NA de verkiezingen.

Huisvesting als voorbeeld van een gemeentelijk programmapunt
Laten we eens zien wat dat inhoudt aan de hand van een punt dat in ieders gemeentelijk programma voorkomt: huisvesting, sociale huisvesting, kosten voor huisvesting.
De partijen/coalities/gemeentelijsten die aan de macht zijn en het beleid hebben bepaald VOOR de verkiezingen zullen zeggen: “Kijk wat wij hebben gerealiseerd op het vlak van huisvesting. Dit is (afgezien van enkele fouten en tekortkomingen die wij erkennen, MAAR zullen verbeteren), het beste wat mogelijk was bij de bestaande voorwaarden van beslissingsmacht die een gemeenteraad heeft en budget dat zij ter beschikking heeft.” Eventueel, indien die partij op hoger niveau in de oppositie zit , kan zij hier nog aan toevoegen: “wij wilden wel méér realiseren, maar waren gebonden aan de wetten en budgetten op hoger niveau beslist.”
En: “Wij hebben bij de BESTAANDE voorwaarden de meest mogelijke sociale huur- en koopwoningen gerealiseerd en dit aan de best mogelijke (huur)prijs.
Partijen die in de oppositie hebben gezeten, maar een reële kans maken om NA de verkiezingen MEE het beleid te bepalen, in een NIEUWE coalitie of in een coalitie met één of meerdere partijen die NU al mee het beleid bepalen zullen in verschillende variaties zeggen:
Wij halen feiten aan die bewijzen dat de bestaande coalitie ONVOLDOENDE gedaan heeft, ONZORGVULDIG is omgesprongen met de beslissingsmacht die zij wettelijk heeft en met de budgetten. Wij hebben bewezen met onze constructieve oppositie dat we dit BETER kunnen en zullen CONCRETE voorbeelden geven hoe en wat WIJ zullen doen, als we (mee) aan de macht zijn.
En: “Met ons in het beleid zullen er ZONDER de bestaande belastingen te verhogen er MEER “betaalbare”woningen zijn, op voorwaarde dat wij dus mee het beleid kunnen bepalen…en dat wanneer wij genoeg stemmen gaan hebben” Als deze partijen op een hoger niveau al in het beleid hebben gezeten kunnen zij er nog aan toevoegen: “Er waren toch nog mogelijkheden die de bestaande coalitie niet ten volle hebben gebruikt, maar die wij zullen WEL ten volle gebruiken.”.
Dan heb je partijen en organisaties, die weinig kans maken, om NA de verkiezingen mee in de beleidscoalitie te zetelen (of duidelijk zeggen dat zij DAT sowieso niet zullen doen) en dus beloven de OPPOSITIONELE stem van hun kiezer te zijn in de gemeenteraad. Dit op basis van een programma of programmapunten waar zij nu VOOR de verkiezingen mee propaganda maken om stemmen te ronselen. Dit is relatief makkelijk als ze op andere hogere niveaus OOK ofwel niet verkozenen hebben of in de oppositie zitten.
Zij zullen zeggen dat zij pleiten voor MEER sociale huur- en koop woningen, BETERE woningen aan LAGERE woonkosten.
Dus de kiezer moet als hij of zij wil dat er iets aan de huisvesting en aan de huisvestingskosten gedaan wordt maar de keuze maken voor die bepaalde personen op die bepaalde lijst.
WELNU, de kiezer wordt door AL DIE PARTIJEN bedrogen.
Geen enkele coalitie, eenmaal in het gemeentelijk beleid kan een serieuze uitbreiding realiseren van welk sociaal programma, behalve als ze serieus besparen op ANDERE programma's. Want de gemeentes zijn gebonden door de wetten en budgetten die op hoger niveau worden bepaald. Europa legt begrotingsnormen op aan de staten. In het Belgische geval werkt dat door in de dotaties aan de gewesten en de overdrachten aan de gemeenten. De gemeenten hebben zo een beperkt budget. Zij krijgen wel hun kernopdrachten. Tot voor kort konden gemeenten van het gewest voor bepaalde diensten subsidies krijgen maar die zijn gebonden aan voorwaarden. (De Sociaal Impuls Fonds-gelden horen daar bij.)
Als de gemeente bepaalde extra diensten wil leveren of bepaalde sociale initiatieven wil uitwerken (onder druk b.v. van de publieke opinie of protest), moet zij beroep doen op de privé voor sponsoring, moet zij samenwerken met de privé of moet zij beroep doen op mogelijke (maar aan voorwaarden verbonden) subsidies van hogere overheden.
Huisvesting als behoefte van een bevolking zou staatszaak moeten zijn, maar zal dat pas zijn, NA de revolutie.
Huisvesting verzorgen voor de bevolking is in feite een zaak voor de overheid of regering van een (lid-)staat (of voor de “overheid” van een “echt ander” Europa) en deze maatschappelijke behoefte kan niet door de gemeente of andere “lokale” overheid” ingevuld worden. De gemeente kan de behoeftes peilen van haar gemeentelijke bevolking en de beste mogelijkheden voor hen onderzoeken. Maar het probleem huisvesting is een staatszaak. Huisvestingspolitiek is meer dan alleen “in een bepaald aantal sociale woningen voorzien”. Zij omvat ook maatregelen tegen de privé-huurmarkt en moet ervoor zorgen dat de kosten voor wonen - een essentiële behoefte - gedekt kunnen worden door de vergoeding voor de arbeidskracht (het loon).
Hoewel het logisch klinkt dat de staat verantwoordelijk is voor de huisvesting van zijn burgers, is het alleen een socialistische staat die daar echt kan voor zorgen. Nu krijgen de lagere overheden de "opdrachten" of “de bevoegdheid” voor huisvesting (via bv een systeem van huisvestingsmaatschappijen waar zowel de gemeenten als de privé inzitten), maar tegelijkertijd krijgen ze voor het totaal van opdrachten of bevoegdheden een te beperkt budget. Ze moeten zelf bepalen hoeveel ze aan huisvesting willen besteden binnen hun begroting, en dus een keuze maken van de verdeling van het (beperkt) budget over al de opdrachten en bevoegdheden.. Zo hebben juist de armere gemeenten (met de grootste noden) de minste mogelijkheden.
Huisvesting zou moeten inhouden : een plafond voor de huurprijzen in de privé, lage huurprijzen voor sociale woningen (dat is vaak niet het geval) en door het beschikbaar stellen van voldoende koopwoningen aan een lage sociale prijs, waardoor de prijzen op de eventuele privé koopmarkt ook laag blijven. De gemeenten kunnen zelf de huren in de sociale woningen bepalen (en dus ook VERHOGEN) maar ze "kunnen" (en willen) in feite niets doen aan de ontwikkeling van de huurprijzen in de privé. Ofwel moeten ze een beetje "rebels" zijn, of "burgerlijk ongehoorzaam"(hetgeen wij zouden kunnen aanmoedigen.). "Financiële" problemen (bij de huisvestingsmaatschappij of een gebrek aan financiering vanwege een hogere overheid) kunnen zo als externe reden aangehaald worden om "de huurprijzen wel te moeten verhogen." Als er al een “huisvestingsbeleid” is van Europa dan is dat gericht op méér privé-huisvesting, en een 'vermarkting" van de sociale woningen (b.v. de stimulans om “sociale” woningen te kopen), maar voorziet niet in enig budget om het mogelijk te maken om de BEHOEFTE-leniging van huisvesting los te koppelen van de koopkracht van de mensen. In het beleid van de gemeenten is dat al te zien: zij promoten b.v. het kopen van woningen (ook sociale woningen), maar zij bepalen zich onbevoegd om iets te doen aan de te hoge huren in de privé.1

In Europa besteden de meeste mensen steeds meer van hun inkomen aan huisvesting: huisvestingkosten stijgen harder dan consumptieprijzen.
Sociaal huisvestingsbeleid in alle landen van Europa levert een relatief klein percentage van woningen op die onder "sociale huisvesting" vallen: zowel in de vorm van bouw van sociale woningen als het geven van huursubsidies.
Europees zijn er GEEN richtlijnen of fondsen beschikbaar voor huisvesting
Er zijn alleen aanbevelingen voor deelstaten of gewesten.
Aan de andere kant zijn er dwingende richtlijnen wat begrotingen en staatschuld betreft, naar de “lidstaten” toe en dus ook naar België ofwel de FEDERALE staat.
Er zijn WEL subsidies, fondsen, speciale leningen e.d. voor het instaleren van bedrijven.
Zo zijn er richtlijnen en subsidies ivm "wetenschapsparken".
De lagere overheden moeten bepalen wat ze doen aan huisvesting en hoeveel ze kunnen besteden. Ofwel krijgen lagere overheden richtlijnen van hogere overheden wat ze MOETEN doen aan huisvesting, maar krijgen daarvoor niet de middelen.
Bv. Een gemeente als Leuven vergroot het woonaanbod door sociale woningen te koop aan te bieden, privé-nieuwbouw te promoten binnen het struktuurplan voor Leuven. Maar verwacht geen echt sociaal huisvestingsbeleid (goede en betaalbare woningen door GENOEG (al naar BEHOEFTE van) aanbod van sociale woningen, democratisering van de toekenningsvoorwaarden én een daling van de privé-huurprijzen) Integendeel: de gemeente plant een langzame implementatie van de nieuwe woningen: "om de woonmarkt niet te doen instorten". Wat anders is een instorting van de woonmarkt dan een drastische DALING van de huur en/of kooppprijs tot het niveau dat iedereen de BEHOEFTE aan huisvesting kan lenigen, ONAFHANKELIJK van het inkomen? Maar ja de woonmarkt wordt beheerst door grote bedrijven in de bouw, immobiliën en de financiele wereld. … Of zijn de eigenaars van meer dan één woning die de woning waar zij niet in wonen zien als een extra-inkomenbron… potentiële kiezers.

De lagere overheden kunnen wel beslissen "wetenschapsparken" in te richten volgens de aanbevelingen en kunnen dan subsidies krijgen, en via consortia met universiteiten en banken (ofwel krijgen de bedrijven die zich daar gaan vestigen, subsidies) In Leuven volgt met de bouw van nieuwe wetenschapsparken de Europese aanbevelingen en werkt samen met de KULeuven om ze in te richten.

Gemeentes moeten voor hun ruimtelijke ordening rekening houden met het Ruimtelijk Struktuurplan Vlaanderen, waarin Vlaanderen (als Europese regio en blijkbaar NIET meer als deel van België) van Vlaanderen eigenlijk een grote interessante industriesite/ hub-magazijn /transportknooppunt binnen Europa wil maken.
Bij het doorvoeren van het struktuurplan van een gemeente als Leuven wordt men geconfronteerd met tegenstellingen: tussen de wensen van de bevolking en de plannen van de overheid.
Ik denk dat er een Europees "spreidingsplan"2 moet komen voor Sociale Woningen. De gemeentes kunnen hieraan bijdragen door een behoefteanalyse en via voorstellen (die dan op hoger niveau goedgekeurd moeten worden - net zoals dat "spreidingsplan" via openbaar debat in het parlement) Dat zal bepalen hoeveel geld er moet worden vrijgemaakt. Dit "spreidingsplan" voorziet in sociale woningen (zoveel mogelijk door renovatie, onteigening van leegstand eerder dan nieuwbouw op nieuwe terreinen)
De gemeentes moeten dit mee afdwingen, ipv via plaatselijke huisvestingsmaatschappijen en andere plaatselijke samenwerkingsverbanden met de privé te dweilen met de kraan open en tegelijkertijd genoodzaakt zijn om sociale huurprijzen te verhogen, de voorwaarden te verstrengen en niets te (kunnen) doen aan het uit de pan swingen van de huurprijzen op de privé-markt.
Er moet een "behoefteanalyse" komen en een daaruit resulterend woningbeleid (gebaseerd op goede en betaalbare huurwoningen voor iedereen, door maatregelen tegen de privé, renovatie van bestaande wijken en de leegstand, onteigening van het grootkapitaal van gronden en gebouwen…..) Er moet hier een overeenkomend budget tegenoverstaan….
Bouwbedrijven moeten onteigend worden en opgenomen in een openbaar Europees bouwbedrijf.
Ook kunnen bepaalde industrieën (zoals de Staal- en de Wapenindustrie) Europees onteigend worden en geconverteerd, en eventueel Europees samengesmolten naar staatsbedrijven die toeleveren aan de bouw en renovatie, of hoogtechnologische afval- en milieuindustrie…..
Het is duidelijk dat hiervoor alle geinstaleerde en ondemocratische organen van Europa moeten worden afgeschaft en dat het parlement omgevormd wordt tot een rechtstreeks verkozen en af te zetten, beslissend en uitvoerend orgaan, waarin de verkozenen tijdelijk een redelijke vergoeding krijgen (voor de tijd dat ze hun oorspronkelijke job niet kunnen uitoefenen) en dat ze hun oorspronkelijke job (of iets gelijkaardigs) na hun mandaat kunnen terugkrijgen.

Een organisatie die zegt dat zij opkomt voor een ECHT woonbeleid moet allereerst de mechanismen ONTMASKEREN die dit tegenhouden. Deze ONTMASKERING moet diegenen mobiliseren die vragende partij zijn voor daling in de woonkosten en de betaalbaarheid van een goede woning.
Vervolgens moet zij de mensen OPROEPEN zich te organiseren, en door het centraliseren van goede voorbeelden van waar dit al “spontaan”gebeurt dit zelf in de praktijk ter hand nemen.
Door de discussie, door het centraliseren van reeds opgedane ervaringen worden die strijdbewegingen uitgebouwd in verhouding met de objectieven die men wil nastreven en in verhouding met de “vijandige” mechanisme(n), die men tegenover zich geplaatst weet.
De strijdbeweging zal weten dat zij zich DIRECT geplaatst weet, niet tegenover in de eerste plaats “de beleidsvoerende gemeentelijke coalitie”, ook niet de “gewestregering” of de “federale”regering, maar het Europa van het monopoliekapitaal met zijn ondemocratisch AANGESTELDE en NIET-verkozen “staatsinstellingen”: Commissie, raad van regeringsleiders, Europees hof, Europese bank, Europese repressie-organen (Europol, interventiemacht….)
De strijdbeweging zal zich organiseren over de gemeentegrenzen, over de “gewest”-grenzen, over de “federale” of (lid-)staatsgrenzen heen tot op een schaal van de “tegenstander” of de “vijandige mechanisme(n)”.
TACTISCH zal zij de “lagere”(bv gemeentelijke) beleidsniveaus door “druk” voor hun “verantwoordelijkheid” zetten: bv tot vormen van “rebellie” tegenover “hogere” beleidsniveaus.
De uit de verkiezingen resulterende gemeentelijke beleidsploeg kan om hun VERKIEZINGS-beloftes waar te maken, nu ze in “het (gemeentelijk )beleid” zit, al dan niet schoorvoetend aansluiten bij de eisen van de strijdbeweging zoals een eis voor bijvoorbeeld “hogere budgetten die overeenkomen met de huisvestings-behoefte” (=het door onderzoek bepaalde aantal goedkope goede woningene).
Ze moeten weigeren om verplicht te worden, door gebrek aan middelen, “partnerschap” met de privé te moeten aangaan.
Integendeel zouden ze de eis mee kunnen verdedigen: Onteigening in Europa van de grote bouw- en immobiliën bedrijven. Die kunnen dan, voor de materiële uitvoer van de renovatie, herinrichting of nieuwbouw en de verdeling van de goedkope en goede woningen, ondergebracht worden in Europese OVERHEIDS-bedrijven onder controle van een VERKOZEN en REKENING AF TE LEGGEN parlement.

Elke andere “verkiezings-taktiek”dient uiteindelijk voor het behalen van STEMMEN en zo mogelijk VERKOZENEN. Door “op te komen voor de eisen die de mensen stellen aan de gemeenteoverheid” doen ze aan populisme en degraderen ze de mensen tot kiesvee.
Dat extreem-rechts dat doet, moet duidelijk worden gemaakt. Maar dat zogenaamd zichzelf “links”, “socialistisch’ of zelfs “communistisch” noemende organisaties dat doen, moet OOK duidelijk worden gemaakt.
ECHTE “linksen”, “socialisten” of “communisten” moeten de mogelijkheden die VERKIEZINGEN en VERKIEZINGS-periodes bieden, gebruiken om dus in de eerste plaats de “ontmaskering” en de mogelijkheden tot massale strijd duidelijk te maken aan al degenen die nog niet de kans hebben gekregen hiervan kennis te nemen. Dit zijn bijvoorbeeld de mensen die NOG niet of NOG weinig betrokken geweest zijn in strijdbewegingen of in het verkrijgen van “ontmaskerende” informatie.
Hiervoor kan het MEEDOEN aan de verkiezingen, strategisch gezien een optie ziijn, indien mogelijk en indien het gebruik van middelen, geld en mensen nuttig is in het kader van de hierboven geschetste doelstellingen.
Er moet echter geen moeite, middelen of tijd vrij gehouden worden om prioritair bepaalde VERKIEZINGSRESULTATEN na te streven. Dat is trappen in de val die degenen uitzetten die streven naar en alle energie en activiteit richten op het inpassen in het bestaande sisteem van (diverse vormen van) zogenaamde “parlementaire democratie”.... hetgeen gewoon de verpakking is van de dictatuur van de burgerij.

1 HEEL STRAF IS: Op een infoavond over het Struktuurplan verklaarde een schepen dat de bouw van sociale woningen bewust BEPERKT en TRAAG is “om de woonmarkt niet te doen instorten”; dwz dat de huurprijzen zouden DALEN. "Renegade" Boudewijn Deckers educated WPB-president Peter Mertens in Marxist-sounding phraseology

Boudewijn Deckers , national cadre of the WPB (PVDA/PTB) and political and ideological “godfather” of actual WPB-president Peter Mertens formed the actual leadership and members of the WPB in the propagation of REFORMISM formulated in Marxist-sounding phraseology:

Our tasks as Communist Parties
Everywhere workers are active and protesting. Some worry that class struggle is lagging behind in face of the scale of capitalist crises. (...). It is only when workers feel the full weight imposed on them by governments and employers that they react. (...). Today, workers are increasingly losing confidence in capitalism, but they do not see what to oppose to it.
The European Left Party persist in defending a left reformist position, an updated version of social democracy. Obtaining partial improvements within the current system is already sufficiently ambitious. We will never collaborate with these attempts to bind workers to capitalism and imperialism.1

So you now you would expect the propagation of an concrete revolutionary strategy and of the organisational structures which can realise this strategy,... to make the difference with “left reformism, an update version of social democracy”.
But Boudewijn Deckers “.... persist in defending a left reformist position, an updated version of social democracy.”. For him “obtaining partial improvements within the current system is already sufficiently ambitious”:

We want to get rid of rigidity and dogmatism in our mass work: we must start from what people understand today: correct demands for which they are prepared to act - whatever the level - and support and help develop the struggles they undertake. For example, we are currently engaged in a major campaign for a tax on millionaires, a tax that would hit the 72,000 euromillionnaire families in Belgium.(...) .... We are also advocating a reduction of VAT on energy, from 21% - the current rate – to 6%. We have already collected over 200,000 signatures and we will continue this campaign as long as the measure has not been applied. I could give you a much longer list of demands or actions that we undertake and which are at a level people can engage with.2

To convict all party-members that the program of “partial improvements within the current system” of the WPB is something other then the “left reformist position, an updated version of social democracy”, he is adding that he is pleading for ...

...strengthening of Marxist-Leninist education in our party, through party schools and our theoretical journal and through open conferences.3

...but we see the result of Boudewijn Deckers' “Marxist-Leninist education” of Peter Mertens!
